The recession caused airlines to become incredibly expensive and so many people were looking for cheaper alternatives. Travel agents who had been charging per room since the recession started to charge per booking, even if they were not under contract. Travel agents who were not under contract were left with the responsibility of getting their commissions from other commissions.
Travel agents were able to take advantage of that by creating commissions on trips booked. They were able to sell those commissions to the clients. And at that point, because they were able to make money, it became easy to take advantage of that profit.
